Job Positions

ECM is seeking personnel in multiple US locations for the following positions.

1. Manager, Southern California

Summary:
This position is primarily responsible for conducting and managing vessel inspections in the company’s US and International Operations area by performing the following duties:

Conduct inspections and write reports on vessels as needed, including Port State Control Assists, NPDES/VGP, Navigation and Environmental Audits, Pre-Vetting (SIRE/CDI), Accident Investigations, ISM, ISO and ISPS Audits.

Coordinate inspector visits and communications; reviews vessel audit reports (safety, security, environmental and quality).

Conduct security assessments on both vessels and facilities.

Draft Ship and facility Security Plans.

Respond to spills, reporting to Manager California Operations; must be capable of directing Oil Spill Removal teams during a response as well as being a liaison between State and Federal Representatives during a response.

Assist in managing the company-wide Incident Management Team Table-Top Exercise (IMT TTX) program for ECM clients

Act as a Qualified Individual (QI) to represent vessel owner interests, serving QI duty on a rotational basis.

Is on call to respond to clients via ECM’s 24-hour, 7-day-a-week answering service.

Member of the 24-hour on-call team for vessel emergencies.

US citizen or permanent resident only. Ability to travel domestically and internationally is a must. Valid passport required.


Preferred location (will consider alternatives on west coast): Southern California

2. Manager, Pacific Northwest

Summary:
This position is primarily responsible for spill response on behalf of clients in the Pacific Northwest. The employee would make appropriate notifications, coordinate spill response activities with the U.S. Coast Guard and the state of occurrence, as well as media and all interested parties and stakeholders. Assists ECM Response Manager in working under the Incident Command System (ICS) to communicate with federal, state, and local authorities.

Conducts inspections and writes reports on vessels as needed, including Port State Control Assists, NPDES/VGP, Navigation and Environmental Audits, Pre-Vetting (SIRE/CDI), Accident Investigations, ISM, ISO and ISPS Audits.

Serves on the company’s management team. Confers with senior management and other administrative personnel to review achievements and discuss required changes in goals or objectives resulting from current status and conditions.

Assists other regional managers of the company in planning and delivering Table-Top Exercise (TTX) conferences, including arrangements for government speakers and vendors.

Acts as a Qualified Individual (QI) to represent vessel owner interests, serving QI duty on a rotational basis.

Is on call to respond to clients via ECM’s 24-hour, 7-day-a-week answering service.

Member of the 24-hour on-call team for vessel emergencies.

US citizen or permanent resident only. Ability to travel domestically and internationally is a must. Valid passport required.

3. Response Manager

Summary:
This position is primarily responsible for managing response activities for ECM in all US locations including Alaska, Hawaii, and US territories, as well as Canada.

Manages activities of ECM’s Incident Management Team and Network.

Coordinates spill response for clients. Makes appropriate notifications, coordinates spill response activities with the U.S. Coast Guard and the state of occurrence, as well as media, and all interested parties and stakeholders. Shall lead the Incident Command System (ICS) to communicate with federal government, Coast Guard and state agencies responding for all incidents.

Manages the company’s network of spill management responders including setting up contracts, monitoring training, maintaining contact information.

Conducts inspections and writes reports on vessels as needed, including Port State Control Assists, NPDES/VGP, Navigation and Environmental Audits, Pre-Vetting (SIRE/CDI), Accident Investigations, ISM, ISO and ISPS Audits.

Responds to client regional requests regarding compliance with regulations and other requirements. Assists clients in compliance with the EPA’s vessel general permit (VGP) requirements.

Generates compliance documents for vessels, Vessel General Permit (VGP) manuals to guide vessel master and crew on compliance and safety.

Responds on clients’ behalf to notices of violations from federal and state agencies.

Attends regional vessel inspections; issues reports for regional clients on U.S. environmental and safety regulations, pollution, and spills.

Advocates for regional clients in regulatory processes. Writes letters and opinions, attends meetings, sessions, and hearings, as appropriate.

Acts as a Qualified Individual (QI) to represent vessel owner interests, serving QI duty on a rotational basis.

Is on call to respond to clients via ECM’s 24-hour, 7-day-a-week answering service.

Member of the 24-hour on-call team for vessel emergencies.

Assists other regional managers of the company in planning and delivering Table-Top Exercise (TTX) conferences, including arrangements for government speakers and vendors.

Confers with senior management and other administrative personnel to review achievements and discuss required changes in goals or objectives resulting from current status and conditions.

US citizen or permanent resident only. Ability to travel domestically and internationally is a must. Valid passport required.


Preferred location: Flexible. Preference will be given to locations with proximity to a major air travel hub.
