A brief introduction to some of ECM's key personnel
Michael F. Minogue
A graduate of the US Merchant Marine Academy at Kings Point NY, Michael has headed ECM Maritime Services since its formation in 1990. His maritime experience prior to that includes sea service aboard several US flag vessels as a deck officer, as well as NYK Line’s Port Captain on the US East Coast. His extensive knowledge of US regulatory requirements as well as spill response in the maritime arena make him one of the most qualified and highly-regarded people in the field of OPA 90 compliance.
When not plundering the local striped bass population from his boat in Long Island Sound or elbowing the opposition on a basketball court at Wilton, Mike can be found at our Company Headquarters.

Nishit Kapoor
A Master Mariner with over 17 years at sea including the command of product & crude oil tankers, Nishit has also served the maritime industry in the branches of shipbuilding and ship management, the latter with one of the largest shipmanagers in the world. He is a qualified Quality & Environmental (ISO 9001/14001) lead auditor with considerable experience in Emergency Response, implementation of the Maritime Security (ISPS) Code and handling of P&I claims.
Having given up the search for a proper squash court in the State of Connecticut, Nish’s abiding interest in military history and campaigns keeps him happy outside the office… when his two young sons allow such luxuries.

Scott E. May
Scott is a graduate of the Massachusetts Maritime Academy and has been with ECM Maritime Services for over 14 years. His experience with both the regulatory (response plan) as well as spill management facets of OPA 90 for well over a decade make him a highly-valued asset in ECM’s repertoire. On his watch, ECM’s non-tank portfolio has seen rapid growth over the past few years, and he remains the first point of contact for the bulk of our clientele.
While there doesn’t seem to be much room for improvement in that area, Scott enjoys working on his golf handicap when time, family and New England’s weather patterns permit.

Brendan Minogue
A graduate of Arizona State University, Brendan has been an integral member of the ECM Nontank vessel planning division for the better part of 15 years. Brendan is the lead contact for the preparation of Federal NTVRPs, California NTVCPs + COFRs and Panama Canal SOPEPs. He also participates in our worldwide IMT TTX program and enjoys traveling to the various TTX venues to interact with our worldwide client base.
Outside of the office, Brendan enjoys playing a round of golf and spending time on the water with his wife and French Bulldog.

Stephen Edinger
Steve joined ECM’s team after a 28 year career in environmental law enforcement and pollution response for the Federal Government and State of California. In 2007, he served as incident commander on the M/V Cosco Busan oil spill in San Francisco Bay. For 2½ years, he was Governor Schwarzenegger’s appointee to oversee California’s Office of Spill Prevention and Response (OSPR).
An avid outdoorsman, Steve spends much of his free time with his family exploring California’s Sierra Nevada mountain range. With a fly rod in hand, he can often be found on a remote mountain stream, searching for the perfect cast to an unsuspecting trout.

Brian R. Lincoln
Brian joins us after spending over 26 years as an officer in the US Coast Guard. He comes with a wealth of experience after serving as the Port State Control Officer and Officer-in-Charge Marine Inspections at the busy Sectors of New Orleans and Houston. Brian has played a leading role in a number of noteworthy emergency responses, such as Incident Commander for post-Hurricane Katrina cleanup operations and a major (DM932) collision and spill in the Mississippi River.
He occupies most of his spare time exercising and playing a myriad of sports such as softball, tennis, and wakeboarding. His true passion is for the game of golf, although hitting the links doesn’t happen often enough, given his active home life.

Justin Likens
A long serving member of the ECM family, Justin has worked at both the California and Texas offices and is now based in Houston, where his focus is on vessel and facility inspections/audits, security plans, spill response and training. When not in the office or boarding vessels, Justin enjoys hunting and fishing with his father, golfing with his brother, playing football and baseball with his nephews and most importantly, having tea parties with his niece when time allows.

Charles Ferrante
Charles joined ECM as Manager, Gulf Coast Operations following a 25-year career with the US Coast Guard. He has experience as a Port State Control Officer as well as a Verification Officer for a variety of different foreign & domestic vessels including LNG/LPG. He collaborates with the USCG Liquefied Gas Carrier National Center of Expertise (NCOE) on unique issues, including fostering of professional working relationships. Prior to becoming a USCG Marine Inspector, Charles' background consisted of aircraft inspections and being a USCG Helicopter Rescue Swimmer. These experiences have given Charles unique perspectives on both the Prevention and Emergency Response aspects of Maritime Safety and Security.
When not in the office, Charles enjoys spending time with his family, boating, and traveling to warm blue waters.

Brendan Keavney
Joining us in 2021, Brendan utilizes his 15 years of military and business experience to develop and enhance ECM's Table-Top Exercise (TTX) and other training programs. A 2008 graduate of the Massachusetts Maritime Academy, Brendan has held positions with companies in the maritime and elevator industries, gaining extensive experience in regulatory consulting, incident response, training, sales, and marketing. As the son of a Naval officer, Brendan developed a passion for adventure and travel from a young age, which has carried over into his career. He has worked with clients throughout Europe, the Middle East and Asia. Brendan's service as an Army Reserve officer has taken him to the Sinai Peninsula as an international peacekeeper and to Bagram Airfield, Afghanistan, where he served as a logistician. He is a recipient of the Bronze Star and Army Commendation medals.
Outside of work, Brendan enjoys time with friends and family, planning (or going on) his next tropical vacation, reading up on military history, hiking and mastering his Peloton bike.

Scott Buchanan
As a graduate of the U.S. Merchant Marine Academy at Kings Point, NY Scott comes to us with 10 years of maritime management experience with the Liberian Registry, preceded by 8 years of flying reconnaissance missions as a navigator in the United States Air Force. His duties for the Liberian Registry included implementing the Flag's robust safety inspection, ISM and ISPS audit programs, incident investigations, and assisting with USCG PSC inspections through their pre-emptive boarding program. As the Manager of ECM's Seattle office his responsibilities with ECM Maritime include liaising with clients on the west coast, working with the team at ECM Houston to conduct vessel inspections and audits, and participating in the planning and execution of our training exercise program.
Scott's analytical eye doesn't stop at maritime vessels. In his free time, you'll find him in his garage working on cars, watching F1 races or organizing fantasy football leagues with friends and family.

John Linnborn
John joined ECM as Manager, Southern California Operations following a 32-year career with the US Coast Guard. He has experience both as a Port State Control Officer as well as a Marine Casualty Investigator. Prior to becoming a CG Marine Inspector John was a CG Helicopter Rescue Swimmer. These experiences have given John the unique perspectives of both the Prevention and Emergency Response sides of Maritime Safety and Security.
When not in the office, John enjoys surfing, fishing, SCUBA diving and spearfishing. He also enjoys hunting, backpacking, hiking and off-roading.

Maiko Tahara
Maiko is a graduate of Yokohama National University. After working at non-Japanese financial institutes and assisting with a family-operated business, she joined ECM in 2011. Maiko spends the majority of her time visiting and communicating with ECM's Japanese clients.
She lives with a timid, brown tabby cat and has recently started playing golf. In her spare time she can often be found at a driving range working on her game.

Paris Andrianopoulos
Paris runs ECM Hellas, our office in Greece. He began his career in the shipping industry during his internship, while at the University of Athens. Thereafter, he spent over 15 years working for a Greek operator of oil and chemical tankers as the DPA, prior to establishing our office in Athens. He has been a frontrunner in safety management systems, introducing elements like remote navigation audits, matching crew basis experience factors and other best practices which have seen industry-wide use in recent years. Paris is an MBA graduate from the University of Cumbria in the UK.
When not at the office, he enjoys playing tennis and being a family man, spending most of his time with the four women in his life!

Bruno Di Lascio
As our representative in Italy, Bruno has served our clientele and promoted ECM's interests since 2005. to provide timely and localized assistance to our clients in that region. Bruno is a graduate of the Nautical Institute in Rome and prior to commencing his relationship with ECM, had spent 10 years as a Safety & Quality Auditor, DP, QSE Coordinator and Quality Manager at a leading oil and chemical tanker shipping company in Italy. During that period, he was responsible for the design and implementation of the first marine Environmental Management System (EMS) in Italy, and only the second such EMS in Europe to achieve ISO 14001:1996 certification.
When outside the office, Bruno ensures he has time to pursue his kayaking passion and cheer on his favourite soccer team, AS Roma. He lives in hope that that the two junior Di Lascios, Matteo and Marta, do not betray his soccer loyalties by becoming future Lazio fans.
